FIRST CONDITION UKRAINE
The first article of the draft, published on the Website of the Russian Foreign Ministry, stipulated that NATO should not expand further and that Ukraine should not be included in the alliance.
The second article included a halt to military and weapons deployments to Eastern European countries after their accession to NATO in 1997.
NO MORE TROOPS THAN A BRIGADE
The agreement included provisions for Ukraine to halt NATO activities and exercises in Eastern Europe, Transcaucasia and Central Asia, not to deploy medium- and short-range missiles capable of targeting the territory of the other side, and not to have more than one brigade in agreed border areas.

Apart from the article on the destruction of infrastructures established for the use of nuclear weapons, the draft also included provisions not to conduct military exercises for the use of nuclear weapons and to avoid nuclear attack drills without nuclear weapons.
